I have two Dietz 7-11 beacon and have found two different collector sheets to bring "+" to the springloaded brushes.

The first one with 2 collecting rings is for hill lights versions, where typically, the colored bulbs were straight, and the clear ones up and down.
They each had their own circuit which could be operated seperatly.

The later single brush contact had all lamps on on off.

I was thinking the same thing, but my knowledge base on Dietz 7-11 beacons is limited. FedSig used the same tech on their 175 and 176 beacons. Brochure wording was something along the lines of reducing power consumption on scene and distracting flashes of white light.
