Sure, it’s the 2013 Ford Explorer Police Interceptor. I know it came pre-wired for the console, lights, etc. I bought the 24 inch Havis angled console to put back in. The previous owners ripped everything out and just cut the wires and left most of the wires where they were. But if somebody out there could say, oh yeah, that connector was for the lights and siren, and the other connector was for the radios, or something like that. Now that I think about it, Im pretty sure that the 20+ also use the same plugs.They are the same plugs in every Ford PIU up to 2019.

The empty one should be six heavy wires, three are power, and three are ground. The other one that has wires capped off is a mix of things, none of which are inputs to make lights flash, they are all outputs, such as VSS, Park, Ignition, and 12v+. They are the same plugs in every Ford PIU up to 2019.
